The Congress of the United States and all agencies of the United States shall have no authority to regulate or control any commerce or activity or item that occurs or exists solely within the territory (whether land or water) of one state.

This prohibition shall not apply to any action which meets the definition given in Article III, Section 3, nor to any of the specific powers granted to the Congress by this Constitution, nor to any power prohibited to the states by by this Constitution.

A state may, for a term not to exceed two years, grant the Congress the authority to regulate specific activities or items which regulation may be otherwise prohibited by this article.
